The WhatsApp Business Platform, explained
Everything you need to message customers on WhatsApp the right way — how the platform works, what it costs, how templates get approved, and how to scale without hurting your quality rating.
Fundamentals
How messaging works
WhatsApp splits business messaging into two modes. Understanding the difference is the key to both compliance and cost.
The 24-hour service window
When a customer messages you first, a 24-hour window opens. Inside it you can reply freely, in your own words — no template needed. From October 1, 2026 the first 1,000 of these service replies per business number each month are free; after that each one is charged.
Template messages
To start a conversation, or to message someone outside the 24-hour window, you must use a pre-approved template. Templates are how you send broadcasts, reminders and notifications.
The Click-to-WhatsApp ad window
When a customer messages you from a Click-to-WhatsApp ad (on the WhatsApp mobile app) and you reply within 24 hours, Meta opens a free entry point window from your reply. It can stay open for up to 7 days, and every message you send in it — templates included — is free.
Rule of thumb: the customer’s message opens a 24-hour window for free-form replies; outside it you re-open the conversation with a template.
Costs
How pricing works in 2026
On July 1, 2025 Meta moved from conversation-based pricing to per-message pricing. Instead of one fee covering a 24-hour conversation, each delivered template message is now billed individually — priced by its category and the recipient’s country. On October 1, 2026 Meta also started charging for service replies (after 1,000 free per number each month) and for utility templates sent inside the 24-hour window.
Promotions, offers, product launches, re-engagement.
Billed on every delivery — the priciest category. Free only inside a Click-to-WhatsApp ad window.
e.g. ~$0.01 (India) to ~$0.12 (Germany) per message
Order updates, shipping, receipts, payment reminders.
Low-cost on every delivery. From October 1, 2026 this includes utility replies inside the 24-hour window, which used to be free.
Volume tiers lower the rate as you send more
One-time passcodes and login/verification codes.
Low per-message cost with volume-based pricing tiers.
Cheapest template category in most markets
Free-form replies to a customer inside the 24h window.
From October 1, 2026: the first 1,000 each month are free per business number, then each reply is charged at the utility rate.
No template needed — reply in your own words. Reactions stay free.
Figures are illustrative — Meta’s exact rates vary by country and change over time. Always check current rates for the markets you send to.
Templates
Getting templates approved
Every template you send is reviewed by Meta. Most rejections come down to a handful of avoidable mistakes. Here’s how to get approved the first time.
Pick the right category
Label the template honestly — Marketing, Utility or Authentication. Sending a promo under a utility label is the fastest way to a rejection or a quality penalty.
Be specific, not spammy
Avoid vague, all-caps, “click here now!!!” copy. Clear placeholders, real content and a concrete purpose sail through review.
Format your variables
Number your placeholders in order ({{1}}, {{2}}…), don’t start or end the body with a variable, and provide sample values so the reviewer can see the finished message.
Scale
Messaging limits & quality rating
WhatsApp grows your sending capacity in tiers as you prove healthy engagement. Since October 2025, these limits are shared across your whole business portfolio rather than per phone number.
Your quality rating
Meta scores each number High (green), Medium (yellow) or Low (red) based on blocks, spam reports and negative feedback. Beyond 2,000, Meta raises your limit automatically — usually within about 6 hours — once you’ve used at least half of your current limit in the last 7 days while sending high-quality messages.
Compliance
Opt-ins & staying compliant
WhatsApp is an opt-in channel. Before you message anyone, you need clear consent — and keeping that consent clean is what protects your account long-term.
- Collect explicit opt-in — a checkbox, a keyword, or a form where the person knowingly agrees to hear from you on WhatsApp.
- Tell people what they’re signing up for and roughly how often you’ll message them.
- Keep a record of when and how each contact opted in.
- Honour opt-outs immediately and make them easy to trigger.
- Only use approved templates to start conversations outside the 24-hour window.
Playbook
Best practices that actually move the needle
Warm the number up
Don’t jump from zero to thousands overnight. Ramp volume week over week so Meta sees healthy, consistent engagement before you scale.
Segment before you send
Message the people most likely to care. Tight, relevant lists get fewer blocks and reports than one giant blast to everyone.
Lead with utility
Order updates, reminders and receipts drive engagement and cost a fraction of marketing messages. Blend them with marketing rather than sending promos alone.
Make opting out easy
Honour stop requests instantly. A visible, respected opt-out keeps block rates down and protects your quality rating.
Personalise the first line
Use the customer’s name and context. Generic bulk copy reads as spam — to people and to Meta’s quality signals alike.
Watch quality daily
Track your green/yellow/red rating and block rate. Catching a dip early lets you fix messaging before it caps your growth.
